A ECONOMIA POLÍTICA DO CONTEÚDO LOCAL NO SETOR PETROLÍFERO DE LULA A TEMER
Abstract
The oil sector has a vast experience with local content requirements, especially by the Norway. In Brazil this policy gained force in the Lula da Silva administration, but suffered wear and tear during the Dilma Rousseff administration, especially at the end of her first term. An attempt to rediscuss some aspects of this policy in 2015 come too late and under the Temer government it lost its importance completely. The objective of this article is to analyse the relative political ease with which this occurred taking into consideration two factors. First the perfect storm which stroke Petrobras from mid-2014 and in 2015 with strong fall in oil prices and the impact of Lava-Jato among other factors. Second, the difficulties which were attributed to this policy, criticized as being as part of the problem and not of the solution for Brazil´s development challenges. From analyses of governmental measures and the positioning of the relevant stake-holders we learn that local content policy has been sacrificed as part of attracting international operators.
