Federalismo brasileiro: origem, evolução e desafios
Abstract
The text discusses the origin and evolution of Brazilian federalism. It highlights the moments when changes in the constitutive elements of the federalist arrangement define another configuration and give rise to a new stage. The proposal is to outline the long phases, divided into three stages (1891 to 1964; 1964 to 1988 and 1988 to today), and not the occasional or restricted changes that, although relevant in particular circumstances, do not constitute a new federative pact. The last topic points out obstacles and challenges in combating old problems of the Brazilian federation.
