O conceito do Complexo Econômico-Industrial da Saúde na prática:
um olhar sobre o caso das Parcerias para o Desenvolvimento Produtivo
Abstract
Based on the concept of the Health Economic-Industrial Complex, this paper aims at analyzing the policy design proposed by the Productive Development Partnerships (PDPs), as well as its most relevant results. The research was based on the hypothesis that such partnerships are an important instrument for the Brazilian productive and technological capacitation associated with the sustainability of the Unified Health System (SUS). The methodology was mainly based on an extensive literature review. The found results showed evidence that the PDPs are relevant elements for the national productive capacitation associated with public health and represent an important policy innovation that, simultaneously, addresses the social and material aspects of Brazilian underdevelopment. However, it proved to be insufficient to articulate the several elements of the National Health Innovation System, requiring improvements to completely achieve its goals.
