The paper discusses the issue of the dynamics of federalism and proposes ways of weighing the meaning of changes and their impacts on the system. The text assumes that federalism, by its very nature, is essentially dynamic. Changes constitute a process and are relevant elements in understanding the evolution of federations. However, the movement simultaneously incorporates inertia, reluctance to change and flexibility, which make up the nexus of the delicate balance of regional and group interests. The process intertwines the continuity of the federation’s constituent elements and the different forms of changes, with varying scope and effects on the federative structure.
