Government Relational Capacities and Industrial Policy Profile
Brazilian Experience at the Beginning of 21’s Century
Abstract
Formulating industrial policies is a complex process marked by advances and setbacks, reflecting the political and institutional aspects underlying it. In the present article, we aim to contribute to understanding the role of government relational capacities in delineating the industrial policy profile. To investigate this relationship a qualitative study on Brazilian industrial policy between 2003 and 2014 is presented. Our analysis shows that between 2003 and 2007 there was a construction of relational capacities, reflected in a focused industrial policy, predominantly applying regulatory instruments oriented to promote innovation. After 2007, there was a progressive loss of relational capacities, the industrial policy loses strategic focus and there was an increasing use of tax relief instruments in its management. From this case study, we point out how the interlocution and coordination between public and private actors is a crucial factor for industrial policy profile.
