Abstract

The article aims to reflect on the access of the local population to higher education through the existence of an on-site institution and this one with Affirmative Actions, in light of Amartya Sen's human development. Specifically, the implementation of the Federal University of Paraná (UFPR), implemented in 2005 in the city of Matinhos, and the internal policies of UFPR and the Federal Government Quota Law. The main source of information used was the socio-educational data from the entrance exams and the enrollment made available by the UFPR Competition Center. The UFPR in the Paraná Coast changed the range of opportunities for access to higher education for the local population, enabling the expansion of the instrumental freedoms of this population, and possibly through higher education, the substantive freedoms.
