Os investimentos das universidades federais brasileiras contribuem para a performance? Evidências nos destinos dos recursos do Programa Nacional de Assistência Estudantil (PNAES)

The research aimed to analyze the actions of the Student Assistance Program (PNAES) in Brazilian Federal Universities from the perspective of the Organizational Systemic Approach, with a view to developing Organizational Performance. For the research development, data were collected from a survey with a total population of 672 respondents and staff from the 69 existing Federal Universities in Brazil. The results presented data from 134 respondents, with a confidence level above 95%. A contingency table was prepared with the clustering of the variables to verify how correlated they are with the clusters and to analyze which PNAES actions influence the organizational performance of Federal Universities. As a result of this research, the actions related to Housing, Transportation, Digital Inclusion, Culture, and Daycare are the PNAES actions with investments that directly contribute to the performance of Federal Universities, where a statistically significant correlation for the performance of the universities was presented through the perception of the interviewees. Based on the findings, it was possible to observe high-performance efficiency in applying public resources, ensuring spending quality and public policies. Statistically, it was demonstrated that there is a sufficient correlation between the variables of PNAES actions (housing, transportation, digital inclusion, culture, and daycare) and the organizational performance of the universities. The analyzed variables can serve as a guiding element for necessary changes to promote improvements in Student Assistance policies at Brazilian Federal Universities.
