Abstract

Based on the principle that stricto sensu post-graduation (PG) education in a specific area is
important, but that it should primarily contribute to a broader perspective focused on the
multidimensionality of human life, this article proposes a capabilities index that can be used as a
normative training instrument for PG. For this purpose, it draws on the concepts of the Capability
Approach (Sen and Nussbaum) and uses the Public Good Professional Capabilities Index by Walker and
McLean (2013) as a reference. Through the Delphi method, the index (of professionalism for the public
good based on capabilities) is submitted to critical scrutiny by experts familiar with the approach,
particularly adapting it to the context of stricto sensu PG, with the research locus in community
universities in southern Brazil. After adjusting and validating the index, the article presents an evaluation
model with six broad public-good-oriented professional capabilities, which can serve as a reference for
PG programs at higher education institutions seeking to expand their formative dimension.

    PhD in Education (stricto sensu) from the University of Passo Fundo - UPF (2021 - CAPES Scholarship); PEC student at PPGEdu of UFRGS (2015) and UPF (2016); Master in Education (stricto sensu) - Educational Policy Research Line, from the University of Passo Fundo (2014); Extension Course - Curriculum by Areas in the Early Years of Elementary School at PUCRS (2016); Distance Learning Training - Center Coordinator at the Methodist University of São Paulo - UMESP (2014); Postgraduate (lato sensu) Specialization in Environmental Technology from the University of Passo Fundo (2003); Bachelor's degree in Science with Qualification in Chemistry from the University of Passo Fundo (1999). Experience in education as a high school Chemistry teacher (public and private sectors). Experience as an administrative and pedagogical manager/coordinator (Early Childhood Education, Elementary, and Secondary in the private sector). Experience as vice-principal of a public school (Secondary and Adult Education) and as principal of private basic education. Teaching experience in the Undergraduate Pedagogy Course at UPF (2018) and in the Undergraduate Social Work Course at UPF (2020). Interest in Basic Education, Higher Education, and Postgraduate Studies. Research interests: Capability Approach, human development and well-being, social justice, educational policies, and political philosophy.

  • Dr. Julio Cesar Godoy Bertolin, University of Passo Fundo

    He holds a Ph.D. in Education and a Master's in Computer Science from the Federal University of Rio Grande do Sul (UFRGS). He completed a doctoral internship at the University of Aveiro - Portugal and a postdoctoral fellowship at the Center for Research in Higher Education Policies (CIPES) in Porto, Portugal. He was a full professor and researcher at the University of Passo Fundo (UPF) for almost 30 years. He served as a consultant and researcher for UN agencies: UNESCO, UNDP (United Nations Development Programme), and UNRISD (United Nations Research Institute for Social Development). He coordinated several projects funded by CNPq, participates in international research networks, is an ad hoc reviewer for important international journals, and has been a member of several official committees on higher education policies and programs at MEC, Inep, and Capes. He has experience in research databases, planning, and evaluation and quality in higher education.
