Public governance in a federal higher education institution: an analysis considering the strategic mechanism of the TCU governance model

Abstract

The article analyzed, based on a descriptive investigation, how the governance practices of a federal higher education institution occur in light of the strategic mechanism of the governance model proposed by the TCU. The research used data collected through document analysis, interviews and non-participant observation. The main results indicate that the implementation of risk management practices occurred due to regulatory requirements. There was also an absence of second-line units and the need for greater support from senior management. It was also evident that the absence of an express declaration from those responsible for meeting the strategic planning goals makes it difficult to monitor the achievement of organizational results. Furthermore, monitoring the achievement of organizational results requires greater involvement of the sectors and reflection on the achievement of goals, since the process is currently predominantly declarative. With regard to monitoring management functions, there was a lack of normative documents that guide this process. The research also revealed that the practice of managing risks receives little attention from governance bodies, while the practice of establishing the strategy is the one that receives the most attention.

Graduated in Business Administration from the Faculty of Applied and Social Sciences of Petrolina (2007); MBA in Marketing - UNIFACS (2010); Specialization in Distance Education Management (2013); and Master's in Administration - UFBA (2014). He is currently a higher-level administrative technician, in the position of administrator, at the Federal University of Vale do São Francisco, working in the Institutional Development Directorate. He has experience in the area of ​​Public Management and Strategic Planning.
