    Abstract

    This article examines an educational policy for managing the state higher education system in Paraná, namely the General Law of Universities (LGU), State Law No. 20,933, enacted on December 17, 2021. The study aims to analyze the content of this legislation through the official statements of universities, which were recorded in the minutes of meetings of their higher councils. Methodologically, the research primarily relies on primary sources, supplemented by a brief literature review on higher education and related publications. The initial hypotheses indicated a regulatory process that followed a logic external to the university dynamics, thereby questioning the concept of institutional autonomy. The set of influencing factors aligned university perspectives with market-oriented logic. The analysis of the documents provides evidence supporting the hypothesis and records how universities in Paraná assessed the process.
