The profile of peer evaluator in the Arcu-Sul system

Abstract

This article outlines and discusses the expected profile of professionals who evaluate undergraduate programs in the International Accreditation System of Mercosur and associated states, Arcu-Sul. Based on (1) definitions from specialized literature; (2) the principles established by the National Accreditation Agencies of the Mercosul Region; (3) the specific experience of Inep in establishing its Bank of Evaluators (Basis); and (4) interviews carried out with participants in this international evaluation process for program accreditation, it is inferred that the desired profile for evaluators within the scope of Mercosul´s evaluation cooperation must go beyond the simple requirement of expertise and experience in the area of ​​the evaluated programs. From the Arcu-Sul evaluator, as he is part of an international evaluation process, of a cooperative and supportive nature, of building mutual trust between the countries and agents involved, a significant list of other qualities is also expected, qualities  such as familiarity with evaluation processes for the purposes of accreditation and mutual recognition; ability to adapt to different contexts; good communication skills in the official languages ​​of Mercosur; overcoming biases and pre-conceived nationally oriented judgments; uncompromising commitment to the work agenda defined by the accrediting agencies; full awareness of possible difficulties in logistics related to travel, accommodation and eating habits in the country of the programs under evaluation; academic management experience; ability to carry out teamwork; ethical behavior; commitment to the search for quality, among many other virtues.

Author Biographies

  • Rogério Dentello, INEP

    Master in Composition from the Hochschule für Musik Köln - Germany (2006). Bachelor's degree in Music from the Universidade São Judas Tadeu - São Paulo (1990). Educational Researcher-Technologist at INEP, assigned to the Higher Education Evaluation Directorate since 2009. He is currently the General Coordinator of On-Site Evaluation and Substitute Director. He is responsible for the external evaluation procedures of undergraduate courses and higher education institutions in Brazil, which include the evaluator database of Sinaes - Basis, in situ evaluation instruments, training of evaluators, appointment of committees, and evaluation flow, as well as the accreditation of university courses in Mercosur (Arcu-Sul System). He represents INEP in international networks for higher education evaluation (RANA, RIACES, CPLP). In his public life, he has represented INEP at dozens of events in Brazil and abroad. In his career prior to public service, he performed 400 concerts in 15 countries, lived for 8 years in Germany and 3 years in Italy, won awards in 2 competitions in Poland, released 8 CDs, 90 compositions, and 6 published scores in the United States and Germany.

  • Dilvo I. Ristoff, Universidade Federal de Santa Catarina

    He holds a degree in Literature from the Federal University of Rio Grande do Sul (1974), a master's degree in Literature from the Federal University of Santa Catarina (1979) and a PhD in Literature from the University of Southern California (1987). He is professor emeritus at the Federal University of Santa Catarina. He was the institution's Undergraduate Pro-Rector, presided over the National Forum of Undergraduate Pro-Rectors of Brazilian Universities, was a member of the National Higher Education Assessment Commission and the Advisory Committee of the Brazilian Universities Institutional Assessment Program (PAIUB).
